Biography

Julia Kenny has extensive experience in public policy, governmental relations and management in the public and nonprofit sectors specializing in supportive services and healthcare delivery systems focused on populations with intellectual and developmental disabilities, older adults and children with medical complexities. She is recognized as an innovative, results oriented professional with a proven track record in systems transformation exceeding established goals through strong leadership, management and communication skills. Julia has approximately 30 years of diverse experience in the nonprofit, public and private sectors that has afforded her the opportunity to build a broad range of strengths and skills. She recently launched her consulting company and secured a multi-year contract with the Louisiana Department of Health, Office on Aging and Adult Services focused on Person Centered Practices as a foundational aspect of her current projects to build system and provider capacity. Prior to her recent move, Julia worked for Seniorlink, Inc. overseeing care management, program enrollment and operations for Louisiana and Georgia. She has worked with Health Management Associates, Support Development Associates, Brackin and Associates and the Columbus Organization as an independent contractor. While she was employed at Anthem, her focus is on population segments that would benefit from or are receiving long term services and supports. She has led the development of product models to promote person centered approaches to health and supportive services through a managed care, model. Julia facilitated discussions with various workgroups with external stakeholders to inform the company’s efforts, such as self-direction, caregiver supports, and health promotion across populations who use or would benefit from long-terms services and supports. This information was sure to help develop program models for people participating in a fully integrated model of services and supports. During her tenure with the Louisiana Department of Health and Hospitals, she served in a variety of leadership capacities and played an integral role working with the Louisiana Legislature and community stakeholders in key areas of systems transformation such as, the creation of the Office of Behavioral Health that led to the formation of the Louisiana Behavioral Health Partnership, the Medicaid program’s healthcare redesign now known as Bayou Health, and the Office for Citizens with Developmental Disabilities (OCDD) efforts to reduce the state’s longstanding overreliance on institutions. Through her leadership, OCDD team assisted over 250 people successfully transition to community based services and supports. Additionally, Julia expedited resource allocation for the comprehensive New Opportunities Waiver that was at risk of cost neutrality. She and her team developed and implemented a rigorous review process to ensure that individual scores truly reflected the level of supported needed. Julia attributes these successes of institutional downsizing and the individualized alignment of resources to stakeholder engagement, policy analysis and person centered practices. Prior to her public service, Julia served in a variety of capacities in the nonprofit sector that included program development, implementation and operational oversight of community based services, such as Supported Living, Inclusive Recreation, and Person Centered Plan Facilitation; nonprofit leadership and advocacy, stakeholder engagement to foster systems transformation and government relations interfacing with the executive, legislative and department branches of state government. Julia holds a Bachelor of Science in Occupational Health and Safety from Indiana University’s School of Public Health. She is certified in Futures Planning©, Person Center Thinking© and is an Ambassador for Charting the Life Course™.
